The Leibniz Institute for East and Southeast European Studies (IOS) sees itself as a network institution. It carries out numerous projects in cooperation with partners in Germany and abroad. Moreover, the IOS seeks to position itself as a platform for academic exchange on issues concerning Eastern and Southeast Europe. 

The Institute has established a particularly close collaborative relationship with the University of Regensburg, with which it is linked on various levels. Close cooperation is also maintained with the partner institutions of the Research Centre for Eastern and Southeastern Europe in Regensburg (Wissenschaftszentrum Ost- und Südosteuropa Regensburg, WiOS). A key context for cooperation is the Leibniz Association, of which the IOS became a member on January 1, 2017. Joint projects have already been and are continuing to be conducted with numerous Leibniz institutes; on a working level, the IOS can participate in the working groups of the Leibniz Association and benefit from the exchange of experience. 

In addition to cooperation based on relationships between individuals, the IOS maintains numerous institutionalized partnerships with leading research institutes in Eastern and Southeast Europe. The Institute seeks to develop this worldwide network, also in the interests of increasing its own visibility and research efficiency. Further, the IOS library works in close cooperation with more than 250 partner libraries worldwide and thus ensures that its internationally important resources are kept up to date.

The IOS is linked, through cooperation agreements, consortium agreements, Erasmus agreements, and statutes of joint institutions, among others, with the following partners, at home and abroad (the list does not include the 250+ exchange partnerships):
